What's the best free to play fantasy mmorpg?

So my friend and I are looking for a really good free to play mmorpg. Can you tell the best one you've played? We both prefer that the game has the option to have a character with magic powers and is not Maple Story. Also, we kinda like the ones that you download to your computer online since they're more high quality And don't suggest any pay to play games since my friend WILL NOT PAY for a mmorpg

1. I suspect somebody will say Runescape. Runescape is Okay-ish, but Guild Wars you only have to pay for the disks, and no monthly subscription, and I would think its a better game myself.
