How to make a private server of an MMORPG?

I'd like to know the proper programs/script makers to use for making a private server for an online MMORPG? :] I'm going to start reading guides after I know the proper tools and accessories.

1. To create a private server of an MMORPG there are a few programs out there for different MMO's. For example, there is this program called "eAthena" used to run a private server of the game Ragnarok Online. However there is a huge debate on the legitimacy of this. The creator states that as long as you don't use your server for profits you are not binding in legal issues. Meaning that you cannot make your players pay to play. but if you go into the site you can find more info on this reason. The program uses coding in a different language but currently they are working on a version that was coded using C++ The site is very helpful and it has a lot of guides on how to customize and create your own server.
